In my opinion, the bottom-up approach holds the most promise for the future. This approach also fosters a sense of ownership and accountability among employees, leading to a more efficient and responsive bureaucracy. Additionally, bottom-up reforms are more likely to address the diverse needs and perspectives of the population, leading to a more inclusive and equitable government. Overall, the bottom-up approach aligns with the principles of democracy and has the potential to create a more effective and responsive bureaucracy in the long run.
