Briefly outline the prevention and promotion policy in Canada.

Although Canada has been a leader in promoting the concept of prevention, little changed has occurred in Canadian healthcare systems. Although funding for programs is now being provided by the federal government, none of these programs, with the exception of the Better Beginnings project, has explicitly focused on the prevention of mental health problems and the promotion of mental health. Canada lags behind many Western European countries in its social policies aimed at helping families. The focus is still on treatment and rehabilitation rather than prevention or promotion. The same problem exists at the provincial level as well in that health funding has not been reallocated from treatment to prevention. There are some positive signs showing that prevention is beginning to take root in provincial health, education, and social services.
